In recent years, bilateral military relations between Somalia and Turkey have increased from force to force, after close working relations during which hundreds of Somali officers attended Turkish military schools. On 13 April 2013, former Somali President Hassan Sheikh Mohamud resumed reconciliation talks between the central government in Mogadishu and the regional authorities in Hargeisa. Through the Turkish Government in Ankara, the meeting concluded with an agreement signed between Mohamud and Ahmed Mahamoud Silanyo, President of the North-West Region of Somaliland, in which it was agreed to allocate to the Somaliland region its share of the development assistance planned for Somalia as a whole and to cooperate in the field of security.
